Profile Name change/new account

I tried making a new account and was told that because of my IP that I had to create a dispute to do so. (And this was the only account related dispute forum) If it's possible I would like to change my profile name or possibly create another account because I'm not the smartest person and I like to use the same handle for everything I do, and because if I want to sell certain things I'd feel better having different handles. Thanks! (Also, I'm really paranoid and slow, so it's like "Lets do this, and then a month later "why did I use the same name!?")
