The following people work:
King Arthur - Located in Camelot castle
King Roald - Located in Varrock Castle
Ellamaria - Located in the Varrock castle garden.
King Bolren - Located at the Tree Gnome Village
King Lathas - Located on the first floor of Ardougne Castle
Queen Sigrid - Location varies (either Etceteria or Miscellania)
King Vargas - Located at Miscellania (must complete Heroes' Quest to enter his room, not available after Glorious Memories and before Blood Runs Deep )
King Gjuki Sorvott IV - Located at Jatiszo
King Veldaban - Located at Keldagrim, top floor of the palace (does not work if he is still "Commander" Veldaban)
Queen Senliten (only after restoring her tomb 100%) - Located at Uzer Mastaba
Fisher King - Located at the Realm of the Fisher King (before Holy Grail) - Fairy Code B J R
King Percival - Located at the Realm of the Fisher King (after Holy Grail) - Fairy Code B J R
Any of the Signature Heroes (except at the Legends' Guild, Heroes' Guild, and Champions' Guild)
Xenia can always be found at the Lumbridge graveyard. The other Signature Heroes have varying locations.
Ariane will always be found under the wizard tower after the Rune Mysteries quest, if the sequel hasn't been started.
Ozan can be found in Draynor Village (south of the Draynor pottery room, or, northwest of Morgan) if the Stolen Hearts quest hasn't been started. Or he can be found in Daemonheim at the entrance of Dungeoneering.
Sir Owen can be found wandering the world and at the Edgeville Monastery prior to completing The Death of Chivalry or in Deamonheim at the entrace of Dungeoneering together with Ozan and Ariane. After completing it, he can be found nowhere.
The Raptor and Linza can be commonly found together near the Daemonheim teleport spot.

The following people do NOT work:
Fairy Queen - Located at Zanaris (MAY work before starting Fairy Tale 1 and after Fairy Tale 2, but not after Fairy Tale 3. Needs verification.)
King Narnode Shareen
Duke Horacio
Emir Ali Mirza
Brundt the Chieftain

That event was a tad retarded seeing how it omitted most of the main kings/rulers. Also some of those characters were a stretch.

I missed out on yesterday, I'm gonna kick myself in the guts now because I won't get the end reward of 30k loyalty points even though that's such a dumb idea giving out loyalty points.

I had never played Fish Flingers until today and let me tell you the lag was unbelievable, but for those who unsure on things, people usually shout out the combination you need for the lake/river and when you see bubbles coming out of said section click on them and you'll catch a ********, same with assisting.

Once I learnt that, things came easy.
