Frozenearth - Took $15 but never got the account

He's got a few vouches so I thought why not, wasn't a huge trade by any means. So I add him on Skype: pkrange502.destortion

I pay him the money through Paypal:

He says he's getting the details together and what-not, fair enough. Here's some of the chat log:

After a day I asked for a refund as I didn't feel comfortable with the trade, an account that clearly he didn't have all the details for (or he was just fobbing me off). Either way, he did agree to a refund but I never got it. Then he blocked me on skype and not heard from him since:

Now I know I'm not going to get the money back but I want him to at least not con anyone else out of any money. If he does refund then I'm happy to settle at that.

Sure, please see below (apologies for the length). I also think he's got multiple accounts going by a rough Skype resolve (although I know it's not always 100%):

If you wouldn't mind also checking, One of the IPs match when I resolve against pkrange502.destortion and threesetskater using http://skype2ip.org/index.php?do=resolve which is fairly conclusive given the amount of public IPs
