Why you think they are ban evading: He's selling a dds staker with "60 attack, 76 str, 1 def, 1 prayer" just like Stakemaster0, Zelinski4, and Shanew were and he also noticed I was in negotiations with someone to sell my PID guide and contacted him to sell him my guide (you can see in the post below he is contacting him about selling a .1 IP address). He just made his account today and so far every single person that has made a new account selling my guide has turned out to be him.
