Paypal won't let me send more money?

The reason I posted this in discussion is because I think I know the problem, but I'm not sure if I like what I found.

Recently I tried sending someone about 50$ through paypal via my unverified account. I had 466$ left to send according to their sending limits, however when I hit send it gave me the error "You have reached your 500$ spending limit. Verify your account to send"

I supposed the 500$ limit was more like a 34$ limit. I'm not going to verify my paypal account, I have no bank account and no credit/debit card. I sent customer support an email, and I'm hoping they allow me to send the 50$ because if I don't I'm going to have a very unhappy customer.

Hoping I get a positive response, or else I'm going to have to start earning some more money to refund the client.

Any suggestions?

 

It must be $500 total and I promise you Paypal won't lift it without the required information (credit card, etc). The agents you email are based in India anyways and have even less power than the U.S. phone agents.

 

I don't think my paypal account has seen 500$ total yet. Either way, looks like I'm just refunding the client via other means. Just going to stop using paypal until I can verify the account. I called the phone agents, but they weren't much help, and I doubt I'm going to get a solid response via email.
