Since it's VERY bulk (standard SSGP sales range between 2-10B, phats are worth 500b+), I think it'd be far less than if you were to sell the party hat and conduct micro transactions directly to customers.
A reseller like myself would probably only outlay 15% of what it's worth in resell value, because of the massive effort and time that will go into selling it for profit. I'm guessing it'd go for somewhere between $100-$175 worth of EOC/07 (a lot of GP... around 700M eoc/50M+ 07).
If you were to find an eager SS player who wanted to flaunt the rare instead of spinning a profit, their offers would vary, but if you found someone with deep pockets (truth be told, unlikely on a site like this, and I advise you NEVER to take PayPal for large purchases) you may get closer to $250 for it.
