    I thought it scaled on bonus AD, not total AD?

    EDIT: Nevermind, I guess not, since the base mana restore was 25, so it would have never even broken even without building AD. Now, it barely restores the cost of casting the spell. GG twisted fate's endless harrass.

    I think riot is going overboard with these "balancing" patches. Sure some champions are overplayed but thats no reason to nerf them? This has been a recurring thing where the most played champions are nerfed

    edit: patch gone live. Custom sets are awesome.

    Rumble has had a very consistent winrate around 54-56% for months I'd say that makes him OP. He had no real counters aside from skill and ganks, and unlike Yorick (One other huge Lane bully) his lategame is much more viable.

    The nerfs are nice but I think extreme. He's really weak now.

    High rate doesn't mean overpowered. The reason he had 56 is because only people who played him obsessively played him. And you don't hear people screaming nerf Janna who has been up to 57% some days.

    I agree with what you are saying about winrate isn't necessarily a measure of the level of OP, but it's a good measure to start with. Any dummie can pick up a pre-nerf Rumble and have a really good chance of winning the lane. A dummie on Janna will still feed, feed, feed, and more feed. Janna takes skill, timing, and positioning, whereas Rubmle can actually get away with "let's run into a fight, mash some buttons, and end up with kills."

    I think Riot wants to keep high-skill champs at their current state (e.g., Zed, Elise), but for champs that are powerful because you can mash Q and run around while dealing 300-600 damage at no mana cost, it's a little less impressive. I mean, let's face it: 1.4 AP scaling was just absurd. Very few squishy champs have 1.4 scaling, much less one that is as tanky as Rumble. One that comes to mind is Pantheon, where his Q has 1.4 scaling but a very high mana cost. Early game Pantheon can only get out about 7 spears before he runs out of mana.
