Buying a Newspaper Logo!

I need a newspaper heading/logo made. Basically, you name the price and Ill probably do it. I just need it done fast and good.

Ive tried talking to Graphics artists but the communication is piss poor with many conversations being started and then Im just ignored so its resulted in me having to go about it this way.
