    Windows 7- Task bar unresponsive

    My task bar is completely unresponsive. Stuck on that little swirly loading thing when I hover over it. I can't access any files at all, including the quick links on my home page. The reason I was able to get here is because skype auto starts and I used a hyperlink from a friend to open a browser.

    I have restarted my computer 10+ times and have no idea what to do.

    Windows 7- Task bar unresponsive

    Ctrl + Alt + Delete.

    Top right > File > New Task (Run...) > type 'cmd'

    Then type in cmd: sfc /scannow

    There is no "File" in the top right.
