Why you think they are ban evading:

Both accounts have a rare creation date from 2007, and both are spamming across the forum the same " Free 100m/500k 07 gold". I am the one that got his first/alternate account banned and now this guy shows up posting the same spam.

 

I think he's been hacked/the account has been bought.

His registration IP was italian and his newest was american. I've banned him for now, the original owner can make a dispute if they wish to regain control of their account.
