Not really, Incest has pretty much existed for all time...

Dude, I know, I'm kidding (hence the "haha" in my post).

"New" in the sense that it's not heard of much in our modern day society. The fact that when it happens, it normally makes the headlines should give a clear cut indication of how rare it is. Nothing like homosexuality, where some people argue that 10% of the population is homosexual (I don't buy it, but that's another topic).
