Re-open Plox

The whole point of this isn't for pardons to simply to be longer, but such that staff will post "No Support" and once five of those have been gathered, it'll be denied. Instead of staff simply not viewing pardons, and having them denied and waiting another 6+ months to pardon again.
This takes a strain off staff for constantly crunching pardons in within the 7 day period that they're posted.

I'd like some more staff input considering no one else has even been apposed to the idea.
