Here's an update on the situation - Rs07 PM'd me with this:

I am holding 850K for the trade now. He has also PM'd me proof of his limitation.

 

Yeah, he PMed me too and currently we are talking via skype. I don't think that it's needed to re-upload pictures if he is going to solve everything soon.

He has shown me proof that his PayPal limitation is off and the payment has gone through to you. Will you please confirm you have successfully received the $25 USD? I am still holding the 850K.

Yes, I can confirm that now I have my money and this can be closed.

It was a mis-understanding and Andrew was really helpful with that. It was paypal's problem, not his.
