Jagex said in there live Q/A that there will be no updates that will implant new items/areas. So No.

 

There's none yet, jagex is trying to figure out if/how they'll implement them.

 

ok so they stated in the Q&A that if they dont reach 500k votes they wont add rares or holiday events, blah blah blah it would take a development team to release them. More mod mark bullshit

There are no rares, but I would assume they are going to do it through clue scrolls at one point in time.

How do you feel that the community is split 50/50 on bringing back rares? Could they be implemented as treasure trails?

Mod Mark: Nice idea! The community is often split regarding specific updates, and the 07 community will be no different. The plan is to work with the 07 community and anything we do will need to have the support of an overwhelming majority of the players.

There's another segment from that Q & A that basically says there won't be rares unless the 500k mark is hit (the one that allows for possible content updates). However they also said if it hits like 460k the mods will push that up to 500k...so it's looking pretty good that we hit 500k.
