If you mean highly ranked as in leaderboards for k/d, win/loss ratio, etc, then ignore this.

But if you're trying to buy a high SR ranking, perhaps you should consider playing yourself instead. I've been at SR-70 on one account for a few weeks, and at SR-110 on my main. All you need to do is play spartan ops. It's really easy, all you need to do is make the game last at least 8 mins 30 sec and get at least 10 kills to get the MAX xp of 5950. With double xp it's even easier. Ranking up in halo 4 is a joke, I don't want someone to spend big money on an account just to be disappointed when they find everyone's SR-130 in a couple weeks.
