    Im not 18 and I deal with paypal, everyone should I have some kind of smart card their parents linked with them as a kid. If they create a paypal account, link that, verify it, then unlink it they should be cool. And if they say that they still shouldn't be able, tell them to choose all the verify by phone options...

    I use an off-shore PayPal. Just simply use a VCC to verify it.
