So you want a database to store the values based on username/email
and some form of web script that can connect to the DB (Flash is too easy to decompile, keep your DB connections on the server) so PHP, ASP.NET, Perl or Python.

Then a simple Flash loop, delay or whatever it is that flash does to talk to the script, get the info and display it.
