Private server coder/developer

Here it is. I really want to run a private server, have been admin on far to many of them, and the thing that is holding me back is I'll be dipped when it comes to coding. I understand player rights, and some stuff, but not enough to make a server. So in a nut shell this is a thread where I am looking to find a great developer/coder that will make me a server, to my specifications, and sell to me. Also want a coder/developer that is loyal enough to help me with suggestions players have in the future. If you know how to make forums, that is another plus.

Specs:
1. A 317 loading 600+ cache
2. Custom home, will discuss more with coder
3. Player owned houses (donor feature). Hard as hell to add
4. 10 bosses
5. Economy server to the extreme, will discuss more with coder
6. Great donor perks
7. Awesome pk system + rewards.
