ATI Radeon HD 4600 series, almost dead? [New graphics card?]

Hey guys!

I've been experiencing some problems with my graphics card, I think!
I'm all well familiar with replacing parts and RAM etc, but I barely know anything about graphical cards

1. The problems?
The computer makes loud noises while putting games on or any (graphical) demanding programmes. Sounds like a rawring sound, somewhat buzzing.
It also seems to get stuck sometimes when I put on my computer, I get the Windows background without any programmes / icons or anything. And I have to reboot the computer before it works.
(I'm not 100% sure if thats a problem to add to it, since I just cracked the Windows 7 running on my computer)



Basically I was thinking about a new (and better) graphical card, with like 1GB-2GB of memory in it? It doesn't need to load games such as WOW in the highest mode or something.
Just RuneScape in highest settings and high enough for things like Photoshop will be fine!

I found out I have the ATI Radeon HD 4600 series and I've got a feeling its near death too
So guys, which one would fit in my computer and would fullfill my needs?

(weird it says this one: Graphic Processor NVIDIA GeForce GTX 260 but my computer settings say its the ATI Radeon HD 4600?)

I'm pretty new to graphic cards but I do want a new one AND learn something along!

Just went on and bought the card
Worked out fairly well, rating went from 5.9 -> 6.9 for both graphical aspects ^^
