    Today I wore my only skill cape and it got me to level 100.

    Since when is this happening?

    Skill capes have always given a +1 boost, usually you need to activate it

    They've done it since release...
    When you first equip it and when you "operate" the cape it will temporarily boost you to 100. Its useless imo.

    Does it stack along with other bonus's? For an ex. using Saradomin brew + hp cape bonus?

    You should be healing more when drinking the brew, yes. I'm pretty sure your max hp should be higher combining both, but that's irrelevant. You'd have to reactivate the cape every minute.
