Place to Leave non-Trade Feedback for Other Users

I recently left feedback for Laptop65, because I felt he was doing a great job on these forums. (http://sythe.org/showthread.php?p=11358584#post11358584)

The feedback I left was in the feedback section, which is only for feedback relating to "sythe.org and its staff". I believe the feedback was relevant to sythe.org, as it was as much a recommendation to how other users can act to help the site as a whole as it was a personal compliment.
The thread was quickly closed and later archived.

I suggest that we have a section on this site where users can leave constructive feedback for other (non-staff) users. Any libel or unnecessary critique should be closed and archived, but positive feedback would remain in the eyes of the community. This section might help people find role models on the site and might create a section where users can be complimented for their good actions, promoting increased altruism and making the community an overall more friendly place.

Here are a few suggestions for how this could be done:

1. Allow constructive, thought out feedback to be left in the current feedback section.

2. Allow constructive, thought out feedback to be left in the current community general section.

3. Allow constructive, thought out feedback to be left in a new subforum of the community general section, called User Feedback.

4. Allow constructive, thought out feedback to be left in a new subforum of the feedback section, called User Feedback.

Constructive, thought out feedback would have to be well supported with evidence. It should not be a place for libel or baseless claims of scamming (scamming claims with proof should, of course, remain in RaSc).

Please comment, support, critique, or add another possibility to the current list of 4.

A "vouch" is a sign you trust someone else, either because you traded or you know them. I'm talking about feedback that is more relevant to forum activity than trust.
