And while you are doing that, try world 100 at Brimhaven, it's a group questing world so sometimes people gather there looking for a partner. At least that is how i did it.

 

On the runescape forums there is an entire thread dedicated to that, you can usually get a pretty quick response if you post and leave your PM on.
