Start off by learning HTML, CSS, and java script.
After that buy a domain name and rent a host for your content.

Usually Google can help out a lot when learning programming languages, but it all really depends on your commitment. I'll tell you that you will not learn how to code all 3 in one day. It will takes a few days/weeks before you can start coding each language from your head without looking.

Buy a domain, a host, and then do whatever you want with it. You could purchase a vBulletin license for forums, whatever you want. As said above, you could learn web programming languages in order to add things to your site.

A great site to learn coding is www.codecademy.com, I've learned what I know from there.

To answer the question "is it easy," the answer is no. It isn't easy. It takes dedication and commitment, and it has to be something you're interested in. If you don't find it interesting, it isn't for you and my advice would be not to do it. Coding isn't for everyone, but you'll know if it's for you by trying it out.

http://www.codecademy.com/ is what I was going to suggest also, a fantastic site.

Honestly, HTML and CSS are very easy to learn. It took me about 3 days to learn both.

If you need help with anything feel free to PM me or add my Skype and I will be happy to help.

I swear if anybody says HTML is a programming language I'm going to bite their hands off. Even though OP is banned, I'll say this anyway. If you're not interested in reading, practicing, and typing a whole lot, then don't even think of starting to develop a website.
