Best looking rare?

I'd say Blue and White p hat. Well, white matches with all colors. It also depends on your outfit

 

Very true that it depends on your outfit, but i think what OP meant was what is the best rare on average for cosmetic use, as in which one is the most versatile and can be combo'd with the greatest quantity of outfits and still look debatably the best.

As some rares are only nice if you wear with very specific outfits.

Santa hat or Yellow Partyhat. There a tie in my book.

 

Pre-dragon full helm release full dragon with red h'ween mask looked amazing.
Therefore red h'ween gets my vote

Side note: Fish mask isn't a rare.

 

I've always like Santa hats the best when it comes to rares. They're so cute and fluffy (and cheap)!

 

Ive personally always thought the Santa Hat was the ugliest rare lol it used to look good back in the day when people used to wear full dragon (square shield, chainbody, platelegs) with a santa, fury and fire cape, it was like the god outfit then.

Yellow partyhat. Has and always will be my favorite.

 

Party hats are definitely the best rares. For colors, red and white because they'll match with anything.

 

Green party hat and santa hat - loved those since early RSClassic days.
