PA credit/debit card limits, have to use MB?

This past month I spend a chunk of money on PA, using my debit card. After a few orders, during the phone confirmation for a certain order, the lady told me that I had reached my limit for reversible payment methods (credit/debit card).

She said that now I could use non-reversible payments like Paypal eCheck and Moneybookers. I signed up for Moneybookers since I read that the eCheck can take several days. During a PA checkout, I tried to use my debit card through MB to pay. However it gave me the following message:

"You can not use your credit/debit card for the next 24 hours. This restriction cannot be lifted manually by you or our service team. You may try again tomorrow or choose an alternative payment method."

There is nothing wrong with my debit card, so I don't know why Moneybookers would do this. Also, is there actually a limit on PA for spending with credit/debit cards? If so, what is it?
    Thanks!
