Afaik it lags out only section of the map, maybe like 50x50 tiles or so. I remember when Jagex released metricton of balloon animals, it was laggy at the release spot too but went smoother once you didn't see these objects anymore.

You're 100% wrong. Everyone on world 2 was affected as you can see later in the video I also tried walking to edgeville.

When the event is going on today, be anywhere on w2 and you'll see
