I watched the video and I don't think there's enough to act against him. Yes, he's getting upset that you want to do the trade safely (and kudos to you, well done. No one on sythe trades safe anymore..), but I can't ban because you never sent the 12M for him to scam, and I can't TwC because he didn't show any intention of scamming, just that he was impatient with having to log back onto sythe to PM you his skype.

 

Reopening, the OP said that he admitted to scamming somewhere in the video. At some point, I was just skimming through the skype conversation, so I might have missed that part. Re-reviewing now.
