I'm looking for a fairly quested main, a few 99/90+ combat stats.

Around level 115+.

I'm spending a max of 40m, so I'm not looking for anything GREAT like a 138 with 120 dung or anything.

I have an account that is cb 121 p2p with 5 99s. It has 99 ranged, magic, defence and HP, as well as fishing. Also has 95 Herblore for extremes and very close to overloads.
