Looking for a simba or rsbot script

Hi, i'm sure think isn't a hard thing to make (not sure) but can you make a Dicer. What it is that if I type !roll or a Ranked member in my chat types it it will Choose a random number out of 100 like the Old dices in runescape did. If possible can you make it say (players Name) rolled a X. I don't know how much that will cost please post offers and your msn please.
