Buying XBL Account

Hi,

I'm looking for a xbox live account with a few games(Skryim!), but I have some questions regarding buying XBL acc's.

If I buy an account, can I download the accounts games to my HDD then play the games from my personal profile like I have bought them?

I'm kind of cunfused so if someone could explain that would be great
