This is definitely TWC worthy, but personally I think he should be banned for this. This isn't even just a case of slightly suspicious behaviour, I think it is very clear that he fully intended to scam you. And he kind of has in a way, as he now has access to the account.

I'm going to close this report now, but let me quickly consult a mod about this. I will be requesting a TWC without a doubt, but I think this guy deserves a ban. I will notify you via PM what the final verdict is.
