Buying a level 3 skiller with any of the following 99s:

Herblore
Farming
Smithing
Runecrafting
Slayer
Dungeoneering

OR

Level 3 with 12k zeal points (a lot - for 99 slayer)

Must be level 3, doesn't require all of these as 99 only one of them, other levels don't matter

Not trying to be a downer, but it's not likely that you'll find a level 3 with 99 slayer for sale, they take an extremely long time to get, as only 7 have accomplished the task, fyi. Two of those are Player Moderators and another is unlikely to sell his account.

 

Actually 13 users have completed level 99 slayer at level 3 CB and that data is out of date so it has likely gone up since then.

If you can read it wasn't my only option and I simply listed it to keep my options open incase someone did infact have an account with this skill. I don't have high hopes for someone with an account like this.
