Ban this scammer. SOLID PROOF (Video)

What happened: I had 10m up for sale for 6.8$. This guy adds me, I ask to do 2 increments as he didn't look too trusted (he had 5 vouches), he said he's okay with this (proof in video) I then proceed to give him 5M, he then, all of a sudden, tells me he's unable to do 2 increments and that we need to do 1. From here I could tell he was scamming. His reason for wanting to do 1 increment was "my mum said do 1". I offered to pay the minute paypal fee but this changed nothing. Eventually I said either pay me or give me the 5M back. He then appears as away, then eventually offline. I am fully aware this is a small amount of money lost, but I believe tackling this scammer is a must do, as I had no reason to believe he would scam me.
