Paypal/Moneybookers/Liberty reserve payment check by Middleman

Can you please provide some info regarding how exactly Middleman can and should check and verify the Paypal/Moneybookers/LibertyReserve payment that sent already by Buyer, but the Seller does not see it at all?

So, as for example for Paypal\Moneybookers. The buyer claims that he send the payment and shows the picture with this payment in history. 10 min passed. The seller claims that this payment does not exist at all and show the picture of his history, also say that he was called already to a support and they say that this payment does not exist.
What would you do in this issue as MM or OMM?
Can you check is this fake picture or not?
What we can do to resolve this issue?

 

I would have gotten them to take a SS of the balance in the receiving paypal account then take a ss a few seconds after he says he sent. Its hard to see if the picture is fake, but check the name that the sender is sending to and check the name of the account that will receive the payment from paypal. The only way the buyer will have the right name is if he legitimately sent the money.

Lastly if all else fails get the sender to take a picture of the details section of the sent payment that looks like this (I blacked over all the personal information of the person who received this payment and mine for their security).
