Buying complete website design.

I'm hoping this will be a simple project for someone. I'm looking for someone who can make a clean, professional looking website for an okay price. This website would be like a blog. I'm hoping to get a quote on how much it would cost. I'll post more information later.

I'm going to try and explain how the website should look in this part of the post.
It should have like a banner type of thing that covers the top of the screen. The banner should connect to links on the left side of the screen with links. I'm not sure if i'll have to pay someone from the graphics department to make the banner.
I would also really like it if it was possible to do something like this http://www.indycar.com/ how it has that box that can scroll through updates. This website will be used to showcase my photo and video portfolio.
