    I was wondering what is the best way to receive a payment through paypal where the other person can't refund the money?

    There is always a possibility of a transaction/fund reversal. Make sure the person you are receiving money from is trusted. Gather as much information as you can regarding the other party and ensure it matches their PayPal information.

    If you're american you can use Moneypack which I believe they can't charge back.

    MoneyPak is a company owned by GreenDot. They teamed up with PayPal, and it is a way of adding funds to your account. This is not a payment method. If a user wishes to give someone a MoneyPak code as a form of payment, that would eliminate any chance of claiming the money back.

    A normal payment for goods can always be charged back if you didn't send anything to their verified paypal address.

    A gifted payment can be charged back only with the unauthorized payment option, people often use stolen paypals or fake that they weren't in control of the paypal account at time of the payment to charge it back later.
