Grand Exchange four hour limit?

Ok so.. I haven't played in quite a long time and I log onto RS expecting to be able to flip as I did before I quit but it seems as though even if I sell the items that I buy the exchange still limits me?

When did this update occur? Or am I just getting extremely unlucky?

 

Limits don't go away after selling.
For example:
Limit 20000 x
Buy 10000 x
A: Can buy 10000 x more
B: sell 10000 x, you can still only buy 10000 more.

I can't remember that being the case before I stopped playing (probably a year or two ago). For example, if I bought 10 of a particular barrows item and re-sold it I'd be able to buy 10 more.

Gah, why did the GE ever have to be introduced .
