It's people like that that need their kids taken from them and given to a foster family that will actually care for the children.

Swear they should subsidize condoms further so poor people (not making judgements here) can have less children and have them grow up in poverty

It could solve a lot of problems though, such as in Africa. They just keep having babies because sex is about the only thing some of them have in impoverished areas. That also spreads the HiV virus a lot, which is not that great either.
