This is my very first attempt at a human 3D model. I know it's really rough, and I haven't done any texturing or mapping, but I'm just focusing on the shape. Should I continue working on this model or try again from scratch?

Looks good :) I wouldn't start again, just carry on building on what you've got. I would say possibly make it "thicker" if you know what I mean? Are you using a wire frame to make this?

Wireframe isn't a form of modeling-- you can set it to wireframe view, which means it won't show the shaded polygons, just the edges and vertices. The method I'm using is "box modeling" where I start out with a geometric shape (a sphere actually, in this case) and I move and cut up the polygons and edges into the rough shape of a face, when use nurbs to smooth it out for rendering. The other popular method is called "plane-modeling" where you start out with a single, small plane and extrude the edges out in different directions and literally construct the face one polygon at a time. It's MUCH more time consuming, but some say easier, and with better results. Lastly, and less used is called "spline modeling" where you outline the profile of the head with a spline, extrude that out a bit, then select an edge at the crown of the head and extrude that out one polygon at a time to for half of the frontal outline of the head. Then you use bridge to connect polygons of the profile to the polygons of the frontal outline over key locations such as the jaw, cheek bones, and eye brows. Then you fill in the spaces between the cage-like template you just made and move around the polygons to curve with the face reference you should have visible in your viewport, then mirror the results which cuts back on time since you only have to construct half the face-- but that leaves unsightly/sharp seems now the middle of the face because the polygons, when mirrored, don't always meet up smoothly

Looks quite nice for a start, but it also looks like he's starving to death. I'd try and make it more meaty.

Looks pretty good. You used Max 3DS for this? The only thing I can say about it is that the head doesn't look really round but that maybe happened with the rendering.

Interesting. The only thing I'd say is that the neck seems a bit small to me. I know that the background does have that effect on the eyes though. How long did the model take you? I'd say you should keep working on it, because everything can be improved when you add texture. The neck just makes me think that it's either too thin, or too long. When/if you add a body, the neck may look a bit too long. Hopefully this helps.

Yeah it's 3ds MAX, the head isn't round because I have low poly up there, but you wouldn't notice it when there's hair. I'm not going to refine it for that reason

If this is supposed to be a real person, I'd say make it a little thicker as far as bone structure and maybe shorten the neck but if you can do this as like a "first attempt", I'd say just carry it on into like cartoon type characters. Not simple cartoons but in-depth, somewhat "more realistic" than some of the more "left-brain" cartoons. Maybe something along the lines of like The Incredibles type characters.

Eyes possibly a little too wide apart, and too large/slightly wrong shape I think. It's a good start, I'd say keep going as you might as well practice some texture use for the next one you do ;)

It might just be me, but the neck looks like it is too long o_O.
