What does Make a PSI Wheel Spin(Heat, Static, Air Currents)

If it's heat, why isn't it spinning. Ever. SPINNING. SPINNING how I was making it spin. Not swiveling side to side
I made it spin SEVERAL SMOOTH ROTATIONS. I don't think there's a way to get the same effect without.. Faking it, somehow. I don't see how I can fake it
