Have you pm'd him on sythe? and Im no expert but I'd presume you will need evidence and probably need to pm him on sythe and wait a certain amount of time to see if he replies or ignores you, GL with it

 

I suggest you contact a mod telling them that he refuses to give it back.

Either they will contact him, or you give the mod(s) screenshots of him refusing to return the account.

When you've done one of them, I'm sure they will give you the go signal to do so. And in the process he will get banned.

Then my advice to 100% guarantee your account of safety from being banned for recovering the paypal payment is to pm a market mod or rs mod, explain to them what has happened, show them the proof, and then just wait for them to give you confirmation that it's all clear. Id definitely suggest doing this just to make sure your all fine
