You could probably fetch a decent amount for selling it. Its got quite a nice dung level for its stats

1.) sell it as is. It would get you a pretty good sum of rsgp
2.) make it a hp skiller get a second 99 (suggest 99 wc), and soulwars it for 99 hp.
3.)Keep it a turn it into a pure that you would like to have.

 

As most people said above me, either try selling it for some quick cash you could get easily get lots of offers. Make it into a pure work way up into stats your comfortable with, or you could make it into a skiller which it is now basically.

Since you already have 12 HP juts go to soul wars to get 99. It will only get you to level 25 combat.

Sell it, you can easily get 300M+,
or train it up to a rune pure or initiate pure and you'll get even more
