I was looking to start buying/selling rare names and I was just wondering if it was safe to post the names directly on the thread?

I have seen some people do it and others ask for a PM to send you the names.

I wouldn't consider it 100% safe, and if it was an extremely rare name then i would recommend that you require a PM.

This probably i'snt the right section for this type of thread. But nonetheless I'l proceed to answer anyways

If you have a name that's only been used on a single IP (ie. one you have created.) The name cannot be reset by Jagex because they simply don't have enough proof that the name was been "RWT"'ed.

If the name has potentially been purchased and the thread is reported, the name will most likely get reset and become "available" or banned under jagex's discretion. I know this because it's happened to me, and I've tried to appeal and they told me this exactly.

Therefore, it's safe to post names for sale on a thread provided that they have only ever logged into one IP adress since creation. However, this makes purchasing a publicized name very risky for the buyer, because the buyer could have the purchased name reset.

Better be safe than sorry right? Just keep your names private.
