I have a 3 digit that I personally use that fits nearly all of your requirements, sans the 30 day login.

It ONLY has valve titles on it. This account has NOT been passed around. Obviously when people buy low digit steam ID's they load them up with with games so they can reclaim the account. After an account has been bought/sold 3+ times it's game list is cluttered and the account can be retrieved by nearly all of the previous owners.

This is NOT the case here and this is probably the safest 3-digit steam account out there.

Now, this is my personal steam account I've owned for years and I am only posting it up here in case you really want it. It's gonna take a lot to pry this off my hands.
