    Says who? If it's not used for malicious intent it's a great tool to test your server/host. It's a public program that with a strong botnet or a group of people/computers you can do some serious harm, but for most people it's not a big deal.

    DOS, is in fact illegal, it can be used for testing, but there is little to no need. Anyhow, it's not allowed on this site under any circumstance.
