if someone went on my acc and bought a ton of spins and it wasnt me is there anyway i can get my money back or do something about it?

They charged his account/credit card... that is fraud, I would NOT use them I'd contact Jagex IMMEDIATELY and your credit card company.

 

How did they get your credit card details or was it because it's already linked to your card? I would contact Jagex and get them to remove the spins. How many did they buy for you?

You would have to phone your credit card company. I don't think you would get negative credit, but you might get banned. Theres a lot of commentators on youtube spending like $200 on spins on a level 3 account, and then chargebacking, but that's scamming.
