i know that paypal has a very strong antifraud policy.
you probably know his email,so if you are a good english speaker(wich i am not)..look carefully in your paypal account and you would certainly found something..
but i belive your problem will be solved be a little patient and if you don;t get your coins try to open that discussian or whatever is named..

also there is no glitch with the taxes..the tax is the TAX 5% for any trade anytime anywhere in the world..but i still think that you can get your coins..i didn't really understood what happened and why he didn't gave you the coins
