    As long as you have money on the bank account/card, you can send money. If you have a bank account linked, then all you have to do to withdrawal money from your bank account to your PayPal account. To do so, hit "withdrawal from bank account" enter amount, then in a day or two, you will have that money added to your PayPal balance.
