    What is the most efficient way to transfer wealth from a level 76 to a new level 3 skiller who still has the limit?

    There is no limit if your giving the lvl 3 money, it's only the other way around.

    Also, to login to both accs at the same time, have them in the lobby with the same world selected, and click play now on both AS FAST AS YOU CAN. Allowing you to log into the same world on both of them :) Enjoy.
