I've been waiting for an hour now for either a refund or my pin from Red Upgrade.. he's leading me around in circles promising a refund every few minutes.. I now see him hopping worlds, I asked him if I could simply meet up real fast in game to retrieve my gold.. no answer.

 

Sorry to hear you're having issues, if you didn't do so already make sure you keep all logs of conversation when dealing anyone on Sythe and submit them HERE in the form of a print screen along with any other proof you may have and action may be taken.
